Yes, it’s normal. In the case of the female, the behavior likely has more to do with play behavior, although it’s not unusual for a girl kitty to indulge in feel-good activity. Similarly, male cats, whether neutered or not, often continue to go through the motions especially with soft blankets or stuffed animals of an appropriate size.
