Nuzzling into a favorite human’s hair and licking/nibbling isn’t at all unusual with cats and can be particularly common with babies. The behavior harkens back to nursing behavior she demonstrated with her mother. Your kitten simply targets the most “furry” part of your body, and nuzzles and nibbles almost like you are a human pacifier.
