For cats to relate well to people, it is important that they have experience with people during their socialization phase from 3-9 weeks of age. If that does nto happen, they may be very fearful and wary around humans. Many will learn to accept people given enough time, but may still only allow short amounts of contact. It often helps to associate pleasant things with people being nearby. This can include play time and especially very delectable food treats. It also helps to sit or lay quietly on the floor and let the cat approach you, and keeping petting to a minimum so they will not be frightened away. Over time things tend to improve.
