Kittens can inherit a tendency toward shyness and in a feral mother this would be an asset to keep her alive. Cher simply will take longer to learn to trust humans and probably will never be a touchy-feely cat.
Please do start trimming the nails now. Get the kittens used to this early and you won’t need to declaw--which I must caution you can result in even more behavior problems in the future. Playing with each other helps the kittens learn to inhibit play biting and clawing, but it does take these babies time to learn polite behavior.
You can help Cher with her shyness by investing in some interactive toys. The fishing pole style toys allow you to play from a safe distance away to flip and float the feather/toy lure along the ground for her to chase. If she’s food motivated you can also have tasty morsels of treats handy to drop or gently toss where she can find them, but always in your presence. This helps shy kitties learn that there’s a benefit to being near you. It can also be a great teaching tool to have Cher watch and see her sister Sunny interact and have fun with you so she can “copy cat” the brave behavior. Good luck!
