I was wondering if checking a cat's anal glands for infection would be a normal procedure...

Each veterinarian has a different protocol when examining a cat, so unfortunately there is no standard. Certainly, if a cat is having pain in its anal area, it would be recommended that the anal glands be checked and if found to be full then expressed. Cats can have anal gland issues including fullness/irritation and infections or abscesses. While it does not happen as commonly as in dogs, I would not personally say that anal gland problems are rare.
