Even neutered animals can show some sexual behaviors. This is likely a normal behavior. Your male could be trying to establish dominance over the female or this may be part of his play routine. It is not necessary to stop the behavior unless your female is bothered or you are. In fact, he could still outgrow it. If you feel the behavior needs to be stopped, the best thing to do is to redirect your cat’s behavior; bring out a toy or other positive item to him. This can be tricky because you don't want to necessarily reward his mounting behavior, just move him on to something else. You can also use a loud noise such as dropping an empty soda can with pennies; this will often make the cats stop what they are doing. Another option is to try time outs. When your male is exhibiting these behaviors or ideally before he starts, place him in a quiet safe area for a minute or two to allow him to calm down. When he is calm he can come back out. If you're concerned or if your male is showing any other sexual behaviors such as spraying or having smelly tomcat urine I would contact your veterinarian.
