There can be multiple reasons for voice changes in a cat and the most common are laryngeal inflammation, infection, laryngeal paralysis or cancer. There are a couple options left although they may have already been done. In many cases, the throat needs to be looked at under anesthesia to get a complete view of the larynx and to assess it for paralysis. Hopefully your cat's oral exam was done under sedation or anesthesia, if not that is one step I would recommend. You also didn't mention using any anti-inflammatories in your cats; this would be another option to ask your veterinarian about as it could help.
