It sounds like your cat had quite a trauma. I worry about a cat that can't raise his tail as it could signify possible damage to his spinal cord. The nerves that help control the tail can also control his bladder and defecation. If you haven't talked to or seen your veterinarian, this would be my recommendation. I feel it’s important that your cat's neurological status is assessed. Steroids or prescription anti-inflammatories may also help speed his recovery and keep him more comfortable.
